Kilbrandon Now – new independent enquiry report on youth justice

The report of an independent enquiry on youth justice in Scotland, Kilbrandon Again, has been published today (28 November).

The Kilbrandon Again enquiry was commissioned by the Children and Young People’s Commissioner Scotland and Action for Children to assess how well Scotland supports children and young people in trouble, and sought the views of an independent panel led by Richard Holloway.

The report, Kilbrandon Now, contains a number of recommendations from the enquiry’s panel including a call to raise age of criminal responsibility to 16 and the development of a new youth justice system for those aged 16 to 21.
