The Children (Care, Care Experience and Services Planning) (Scotland) Bill was introduced to the Scottish Parliament by the Scottish Government on 17 June 2025.

This consultation seeks views on this Bill’s provisions which aim to regulate providers of residential child care services to provide financial and other information pertaining to the operation of their services and to limit their profits, in accordance with a framework to be set out in the Bill. This is CELCIS’s response to the Scottish Government's consultation.
