This report provides an overview of developments on the protection and safeguarding of children and young people in care in Scotland. And identifies legislation, policy and initiatives which have impacted on the protection and safeguarding of children in care.

Main findings

For many developments and initiatives it is difficult to gauge the direct impact on practice and on the outcomes and experiences of children and young people in care.

This overview has also identified a range of other evidence which indicates that services are not fulfilling the needs of children and young people. Despite all the safeguards, children and young people in care continue to suffer abuse and neglect which underlines the importance of constant scrutiny of policy and practice.
