A response from CELCIS to the Scottish Government’s policy position paper: Cross-border placements of children and young people into residential care in Scotland

In our response to the Scottish Government's recent policy position paper, we provide feedback on proposals concerning the recognition of Deprivation of Liberty Safeguards (DOLS) Orders under Scots law when children subject to these measures are moved to care homes in Scotland. We consider the benefits of the proposals and outline a number of areas requiring more detailed consideration. Additionally, we outline concerns in relation to the increasing numbers of cross-border placements where children are moved considerable distances from their homes, family, friends and community, impacting on their rights and their care experiences.
