Our staff

Samantha heads up the Communications and Engagement team as the Communications and Engagement Lead for CELCIS, helping us to share what we do and inform best practice and policy.

Lesley is all things comms at CELCIS. She's our brand advisor, puts together our marketing campaigns, and writes content for our own Reach magazine and other publications. As well as broadcasting our great work to the outside world and to our own staff, Lesley also keeps CELCIS up to speed with developments in the sector.

Halima has recently taken up the post of Contracts and Compliance Advisor. By way of background, Halima is a qualified solicitor, with a background in litigation. After qualifying from her traineeship, Halima went on to work in private practice before moving In House. Most recently Halima was working as a Lawyer at the Scottish Government before joining CELCIS. Halima is the ‘Go to’ for all things Data Protection/GDPR and Contracts. Outside of work Halima is a keen sewist, designing and sewing a range of clothes and accessories.

With a background in applied social research, higher education strategic planning and performance monitoring, and social work information system implementation, Micky is our resident Data Analyst. Never shy of a mental or physical challenge, he enjoys grappling with data-related issues faced by CELCIS and partner organisations as we seek to evidence improvement. A committed all-weather cyclist, Micky also loves to island hop by sea kayak and endurance running.

Having spent over twenty years working for national newspapers, I now work in the CELCIS Comms department, looking after the website, social media and producing digital content.

After a long career spent in children and families social work practice, Claire now plays an important leadership role within the CELCIS Directorate. Claire's principle focus is to make sure that we really know and understand what works best when it comes to supporting looked after and vulnerable children, their families and care leavers. Claire is a champion for this knowledge to be included in legislation, policy and guidance and implemented in support services. Free time is spent with her triplet nieces, going running, and singing in the Rock Choir.

As a social worker, family support manager and team leader, Linda is passionate about the practical application of child development and early year's research in supporting our understanding and decision making for children. Linda loves gardening, growing her own food and making preserves to share with family and friends.

Michael Bettencourt has over 15 years’ experience working with Virtual School Heads and care experienced education services. He is leading on the support and development of Virtual Schools and Care Experienced Teams in Scotland. Michael was previously Research Lead and a Trustee of NAVSH (National Association of Virtual School Heads). He also led on PALAC a knowledge exchange programme at the Institute of Education, UCL. PALAC supported schools and local authorities to implement evidence based interventions in their settings.

With a background in local economic development consultancy, Alex plays a critical role gathering and analysing evidence for the Child Protection Improvement Programme and Addressing Neglect and Enhancing Wellbeing programme. He's the person devising and implementing user-friendly recording systems to illustrate the scale of neglect and child protection and the effectiveness of approaches to tackle these issues. Alex is an advocate for active living - cycling, running, swimming, football - and his passion for sport stimulated his PhD on community stadia.

Sandy is our bookkeeper in chief, she manages the money and is responsible for all things financial for us. She is in charge of our day-to-day transactions and ensures these are dealt with promptly, and in line with our Scottish Government funding objectives. She also manages income generated from our services and keeps a close eye on our expenditure column.

Joanne is a qualified children and families' social worker with 25 years' experience in a wide range of local authority, voluntary and policy roles. Joanne heads up the Improving Care Experiences team at CELCIS which has a particular focus on core practice, assessment, planning and review for our looked after children. Joanne believes if you care, support, and carefully challenge people you will get the absolute best from them. Her growth and nurture agenda extends to the care she bestows on her beloved garden.

Throughout Steven's career he has worked in organisations that support children and young people to improve their experiences and life opportunities. At CELCIS, he leads business development, financial planning and HR to ensure effective and efficient delivery of all of our services. As a Fellow of the Chartered Management Institute, and former graphic designer, Steven combines practical and creative approaches to problem solving. Steven also delivers inputs as a guest speaker on Leading Change, including partnerships with HR, at other UK Universities.

In her role on the senior management team Kathleen takes a 360' view of CELCIS's work. Her focus is all about supporting strategic and successful delivery of CELCIS's work with its partners, by assessing how that work is communicated and implemented. Kathleen brings long experience in knowledge and information exchange and remains passionate about how evidence is best used in practice. She's a self-confessed yoga fanatic, its what she does to stay sane and balanced. A trained dancer, she occasionally finds time to trip the light fantastic.

Kirsty is CELCIS' resident legal eagle. She comes from a local authority and government background where she specialised in looked after children, child protection, and permanence, both in practice and in policy. She helped to deliver, and latterly led on, the PACE Programme which supported Councils and their partners to make improvements to the processes they use to secure permanent homes for looked after children. She was also part of the CELCIS team that produced the 'Staying Together and Connected' guidance to support the rights of brothers and sisters for the Scottish Government. A big am dram fan, Kirsty's appeared on stage in the Edinburgh Festival and in musicals. She can act and sing a wee bit, but says please don't ask her to dance.

Lorraine's been a registered social worker for 25 years, and still is. She's always worked with children and families, either in social work or learning and development settings. She remains a huge fan of the potential power of group work to bring out individual and collective strengths, and for solving problems. A dedicated gig-goer and music lover, Lorraine prefers small, sweaty and sticky-floored venues over gigantic arenas, but she'll go to see her all-time favourite band Admiral Fallow any time, any place.

Michelle is part of the CELCIS learning and engagement team, coordinating and delivering a varied programme of conferences, seminars and events. With over 20 years’ experience, she leads on both in-person and online delivery, including webinars and wider online engagement, creating accessible and engaging learning opportunities for a wide range of audiences. She is particularly interested in creating events that feel thoughtful, relevant to the audience and genuinely useful - whether that’s for 40 people or 400.

Outside of work, Michelle enjoys baking, gardening (very much a work in progress), cooking and exploring Scotland. She has a soft spot for a good book, a good chat, and time spent with family - and an ever-growing shoe collection.

Sarah is a former Academic Skills Lecturer and Academic Advisor who discovered a passion for online education. She oversees and promotes our online learning options on offer, options which include our unique distance learning 'MSc in Child and Youth Care Studies', our 'Caring for Vulnerable Children' MOOC, and our many learning opportunities for the sector. Sarah moved to Scotland from Australia in 2014 and loves the cool weather and beautiful scenery.

Working closely with members of the Strategic Management Team, Laura provides the all-important PA and administrative support required to keep the team running smoothly. Laura first joined the Strathclyde family at the age of 16 as a Modern Apprentice and since then has completed an SVQ level 4 in Business and Administration and ILM level 3 in Leadership and Management. As a new mum Laura spends her free time with her family and friends.

Claire is responsible for the management of the admin and operations functions within CELCIS. She leads a dynamic and responsive team, managing and developing the team to ensure successful delivery of CELCIS’ support activities. She provides operations management and support to develop and improve core functions across the organisation, driving forward the continuous improvement of CELCIS' environment and processes.  As People and Operations Manager, Claire oversees the development and improvement of CELCIS People processes, procedures, and support. When not at CELCIS, Claire enjoys spending time with her family, walking her dog and weekends away - especially exploring the East Neuk.
