New legislation for improving care and outcomes for Scotland’s children
The Scottish Parliament has passed the Children (Care, Care Experience and Services Planning) (Scotland) Bill (19 March).
The Bill was introduced in June 2025 by the Scottish Government as part of its commitment to The Promise of the Independent Care Review. The new legislation intends to change and improve the services and support provided to children, young people and adults who need, or have needed, care and protection in their young lives through the care system.
Claire Burns, Director, CELCIS said:
"As the Centre for Excellence for Children’s Care and Protection, CELCIS welcomes the passing of the Children (Care, Care Experience and Services Planning) (Scotland) Bill as another step in Scotland's commitment to improving the lives of children and young people with experience of care. Ensuring that children and young people, as well as their carers and families, experience the impact of Bill's as intended, depends on the resourcing, investment and focus needed to implement these measures well. We look forward to working with the new Parliament, government and workforces to ensure new duties can be delivered in practice and in ways that fulfil The Promise to all Scotland's children and young people."
